Delhi drowning in its trash, silt, and AAP govt's feuds with Centre
Delhi. Not so much because of the rain, but because it has caused residents to drown to death, from those attempting to walk through flooded roads to unfortunate IAS candidates caught off guard by a sudden flood in their coaching center's basement library. In fact, new waterlogging zones have recently emerged in almost every part of the city, from Zakhira in West Delhi to Satya Niketan off Dhaula Kuan to the SPA-Kotla road axis to the posh Golf Links Road and Lutyens bungalows, which found themselves in nearly knee-deep water this rainy season. The looming question is whether this is due to the high rainfall levels alone, or if it is a man-made disaster unfolding in the capital, exacerbated by the AAP government's decade-long political slugfest with the Centre?

PIL in Delhi HC; seeks direction for re-framing of guidelines for coaching institutes
Delhi High Court seeking the re-framing of guidelines for coaching institutes, with a particular focus on criminal liability. The PIL calls for stricter regulations and accountability measures to address issues such as fraud, exploitation, and safety concerns within these institutions. The petition requests the court to mandate that the Centre and Delhi Government establish specific rules and regulations for the operation of paying guest accommodations for students, both in Delhi and nationwide, ensuring that these accommodations are safe, regulated, and suitable for students. The plea also advocates for the development of an education system focused on the holistic development and refinement of students' minds, rather than solely preparing them for entrance examinations. The objective is to shift the emphasis towards broader educational goals and personal growth.

Day after Bangladesh Prime Minister Sheikh Hasina resigns, hunt on for law & order
Bangladesh President Mohammed Shahabuddin dissolved Parliament on Tuesday to make way for the formation of an interim administration and released former prime minister Khaleda Zia from detention, a day after Sheikh Hasina resigned as PM and fled the country amid escalating protests and civil unrest. Negotiations on composition of the interim administration continued through the day, even as law-and-order situation deteriorated, with attacks on minorities and Indian assets, including the Indira Gandhi Cultural Centre in Dhaka, according to people familiar with the matter. The police, facing wrath of protesters-dozens of whom were reportedly killed in firing in recent weeks-issued an apology and declared an indefinite strike. 'US revokes Hasina visa, UK refuses asylum'

Coaching centre deaths: SC takes suo motu cognisance, issues notices to Centre, Delhi govt
Supreme Court on Monday took suo motu cognisance of the deaths of three civil services aspirants in the basement of a coaching centre here and sought responses from the Centre and the Delhi government. A bench of Justices Surya Kant and Ujjal Bhuyan said the recent incident in the national capital was an eye-opener for all. «These places (coaching centres) have become death chambers. Coaching institutes can operate online unless there is full compliance of the safety norms and basic norms for a dignified life. Coaching centres are playing with the lives of aspirants who come from different parts of the country,» the bench said. On Friday, the Delhi High Court transferred the probe into the deaths of the three students at Rau's IAS Study Circle in Old Rajinder Nagar from the city police to the Central Bureau of Investigation (CBI) «to ensure the public has no doubt over the investigation».

How Budget signals policy continuity, explained in 8 charts
Under pressure from the disappointment in the Lok Sabha polls, the government got a massive boost for its 2024-25 budget in the form of a windfall dividend transfer by the Reserve Bank of India (RBI). With help from that revenue gain, the Centre chose to focus on cutting the fiscal deficit, and offer some tax relief to boost consumption, but only with a marginal increase in revenue expenditure. Did the budget manage to fire on all cylinders, or did it just showcase policy continuity? Mint breaks it down: After an unexpected loss of majority in the elections, the temptation to deliver a pro-welfare or a populist Budget could have run high for the ruling party.

Jagan Mohan Reddy to bring AP post-poll violence issue to Delhi on Wednesday
YSRCP) will bring the issue of post-poll violence in Andhra Pradesh to Delhi this week. The Opposition party, which was recently routed in Assembly and Lok Sabha elections in Andhra Pradesh, has accused the ruling Telugu Desam Party (TDP) of targeting YSRCP cadres and elected representatives – a charge that TDP has refuted. Former chief minister and YSRCP chief Y S Jagan Mohan Reddy will be in the capital on Tuesday and has sought time with President Draupadi Murmu, Prime Minister Narendra Modi and home minister Amit Shah. On Wednesday, Reddy will hold a protest against the violence with his party MPs, MLAs and corporators. YSRCP has invited all political parties, including Congress and BJP, to come out in support. The party will also hold an exhibition of photographs and videos of people affected by violence at India International Centre (IIC). Speaking to ET, YSRCP’s Rajya Sabha MP V Vijaysai Reddy said, “There is a complete breakdown of law and order in the state. It is a fit case for imposition of President’s rule. There have been 1,050 assaults, 31 murders and 300 attempted murders including the brutal murder of YSRCP youth worker in the state over the last 45 days of TDP-Jana Sena government’s rule.” The protest follows a brutal incident where a YSRCP youth wing worker was brutally hacked to death in Vinukonda.
