India may experience extreme winter this year with some states hitting 3 degrees; All you need to know
India is gearing up for an exceptionally harsh winter, as forecasted by the India Meteorological Department (IMD). The IMD has pointed to the onset of the La Niña phenomenon in September 2024, which is expected to cause a significant drop in temperatures and increased rainfall across the country. La Niña, the cooler counterpart to El Niño, is characterised by lower sea surface temperatures in the equatorial Pacific, leading to widespread climate effects, including colder and harsher winters. According to the IMD's announcement on September 2, 2024, La Niña is likely to result in a severe winter. Typically, La Niña begins between April and June, strengthening between October and February, and can last from nine months to two years. It is driven by strong easterly winds pushing ocean waters westward, which cools the ocean surface. This contrasts with El Niño, which brings warmer conditions. Different regions in India are expected to experience varying degrees of winter severity. Northern states like Himachal Pradesh, Uttarakhand, and Jammu and Kashmir may see especially frigid conditions, with temperatures potentially falling as low as 3°C. Additionally, the combination of colder weather and increased rainfall could impact agriculture, particularly in areas that rely on winter crops.

Clause 6 of Assam Accord: State govt to implement recommendations of Biplab Sarma commission, focus on safeguarding Assamese identity
Assam chief minister Himanta Biswa Sarma said that thegovernment has discussed on the recommendations of Justice (Retd) Biplab Sarma Commission, which was constituted by the Ministry of Home Affairs, Government of India, to implement Clause 6 of the Assam Accord. State government will in consultation with All Assam Students Union (AASU) will implement 52 by April 2025. Sarma said that there will be regular meeting with AASU. “There will consultation with sixth schedule councils and people in Barak valley. However, for implementing these recommendations in Brahmaputra valley we do not require any consultation with this bodies.” Assam government stated after detailed consideration, Cabinet has accorded approval to implement 57 out of the 67 recommendations made by the Commission. For the remaining 10 recommendations, in-depth discussions will be held with the Government of India. These recommendations will be applicable across the State except 6th Schedule areas and Barak Valley. In these regions, the recommendations will be implemented only after concurrence of the authorities and the people in those regions.

However, the disability quotient with them is so high that it is impossible to predict their performance. “They have no control over their bowel movements. They often pass urine while competing,” said Satyanarayana Shimoga, coach of the track and field contingent. “If they aren’t sitting in the perfect position, they can’t perform.” Unless you know their story, it is impossible to appreciate their success. “Prachi (Yadav) made the finals of her event despite a serious eye infection. We had to dress her eye every six hours. For her to play with the infection shows how resilient she is”, said Dr Ameya Kagali, medical head of the contingent.

Govt issues draft norms for ALMM on solar cells from April 2026
Renewable Energy (MNRE) on Saturday notified draft norms for an approved list of models and manufacturers (ALMM) for solar cells, which is proposed to be effective from April 2026, similar to that for modules which has worked like a non-tariff barrier for domestic manufacturing. The list for solar modules comprises models and manufacturers that project developers can buy equipment from. With installed capacity of solar photovoltaic (PV) cells in the country expected to increase substantially in the next two years, the government proposes to issue solar PV cells under ALMM from April 2026, according to the draft.
