Karnataka’s 4% Muslim quota bill sparks heated Rajya Sabha debate over Constitution
reservation bill to Muslims in public contracts by the Karnataka assembly and the purported remarks of deputy chief minister DK Shivakumar, that if need be the Congress can amend the Constitution, rocked the Rajya Sabha on Monday with the BJP alleging that religion-based quota was against the Constitution while the main Opposition insisted Sivakumar has not said what was attributed to him. Soon after the Upper House met for the day, minority affairs minister Kiren Rijiju alleged that a Congress leader, holding a Constitutional position, has said his party can change the Constitution to give reservation to Muslims. While Rijiju did not name the person, leader of the House JP Nadda said Karnataka Deputy CM DK Shivakumar has given a statement that if need be we will change the Constitution to give reservation to Muslims. «I have to say with great sadness that the Congress which claims to protect the Constitution is flouting it. Baba Saheb Ambedkar, who drafted the Constitution, said reservations will not be given on the basis of religion. But in Karnataka, the Congress government has passed a bill to give 4% reservation in public contracts to Muslims… They want to shred the Constitution,» Nadda said. However, leader of the Opposition Mallikarjun Kharge, who also hails from Karnataka, refuted the charges. «I will only say that nobody can change or end the Constitution made by Ambedkar. We carried out the Bharat Jodo Yatra from Kanyakumari to Kashmir to protect the Constitution… We are the ones who stand for protecting the Constitution,» he said. As the Congress and BJP members shouted slogans against each other, the House was adjourned till 2pm.

Congress says Waqf Bill part of BJP's polarisation plot
«The Waqf (Amendment) Bill, 2024, is part of BJP's strategy, and continuing attempts to damage the centuries-old bonds of social harmony… to demonise minority communities by spreading false propaganda and creating prejudices, dilute constitutional provisions that guarantee equal rights and protections to all citizens, and defame traditions and institutions of minority communities to keep our society in a state of permanent polarisation for electoral gains,» said a Congress statement issued by spokesperson Jairam Ramesh. Once again identifying with the reservations the larger Opposition benches had raised and registered during the scrutiny of the bill by the joint parliamentary committee, Ramesh argued that the bill «is deeply flawed» on five counts: «All the institutions created by previous laws to administer waqfs are actively sought to be reduced in stature, composition and authority so as to deliberately deprive the community the right to administer its own religious traditions and affairs. Deliberate ambiguity has been introduced for determining who can donate their land for waqf purposes, thus altering the very definition of waqf itself.

A statement issued by Mohd Vaquar Uddin Latifi, Office Secretary of the (AIMPLB) said," Following a massive and successful protest in Delhi on March 17, the All India Muslim Personal Law Board (AIMPLB) has announced a nationwide agitation against the proposed Waqf Amendment Bill. SQR Ilyas, spokesperson of AIMPLB and Convener of the Action Committee Against the Waqf Bill, expressed gratitude on behalf of the Board to all Muslim organizations, civil society groups, and leaders from Dalit, Adivasi, OBC, and other minority communities. «Without the grace of Allah and the united support of these groups, the success of the Delhi demonstration would not have been possible,» he said. He also extended thanks to the opposition parties and Members of Parliament who not only participated in large numbers but also firmly rejected the proposed legislation. Delhi Assembly to commence Budget session tomorrow; third CAG report likely to be tabled
Delhi Legislative Assembly will commence on Monday, at 11:00 AM, and the first budget of the newly elected Delhi government will be presented a day later. Delhi Legislative Assembly Speaker Vijender Gupta said that the session will commence tomorrow in the Assembly Hall, Old Secretariat in the national capital. «Tomorrow is the first day of the Budget Session. The budget will be presented on March 25. The CAG report will also be tabled during the budget session,» Vijender Gupta told media here on Sunday. The Budget Session is a crucial period in the legislative calendar, during which key financial and policy matters will be discussed and decided upon. The session is tentatively scheduled to run from March 24 to March 28, 2025, with provisions for extension if required. Notably, in the Budget session, the CAG report on the functioning of DTC will be tabled in the House, the Delhi Assembly Secretariat said in a statement. This would be third CAG report which will be tabled on Monday in the House
