Putin acknowledged on Monday that last week's deadly attack at a concert outside Moscow was carried out by Islamic militants, but suggested it was also to the benefit of Ukraine and that Kyiv may have played a role. Putin's remarks, to a Kremlin meeting devoted to measures taken in response to the attack, were delivered as France joined the U.S. in saying intelligence indicated Islamic State was responsible.

CBI, banks differ over fair hearing to ‘old’ cases of ‘fraud’
banks and the Central Bureau of Investigation (CBI) over ‘old’ cases of ‘fraud’. The central agency, it is understood, is insisting on what could be a retrospective application of last year’s Supreme Court (SC) ruling that a borrower must be given a hearing before the account is classified as ‘fraud’ and a “reasoned order” must follow if such an action is taken. However, in several old cases where the accounts were tagged as ‘fraud’ well before the SC ruling, CBI has asked banks whether the borrowers were granted the opportunity to explain their position, a senior industry person told ET. Bankers are unwilling to go back to these past matters. “We believe banks are not required to do this as the decisions to categorise the accounts (as fraud) were taken before March 2023 (when the apex court spelt out its stand). Banks are of the view that the ruling is not applicable to old matters. But the agency has referred quite a few old cases back to banks, asking them if borrowers were accorded a hearing,” said another person.

Donald Trump 'hush money' trial set for April 15, bond amount slashed
Donald Trump will in three weeks become the first former US president to face a criminal trial, a judge ruled Monday, hours after an appeals court threw the tycoon a lifeline in his bid to stave off an unrelated, half billion dollar civil fraud judgment. New York Judge Juan Merchan rejected demands from Trump's attorneys to further delay his trial on charges of paying hush money to a porn star and ordered jury selection to begin on April 15.

New York judge to begin Donald Trump ‘hush money case' trial on April 15
Donald Trump's hush money trial to begin on April 15, enabling his first criminal trial to begin this spring following a last-minute delay, as reported by The Hill. Trump, who has looked to postpone all four of his criminal cases beyond the election, requested the judge toss his case over new documents recently turned over, or at least sanction Manhattan District Attorney Alvin Bragg (D) and postpone the trial. However, during a hearing on Monday, Judge Juan Merchan rejected all of those requests and ruled in favour of Bragg by refusing to push the trial deeper into the campaign season, setting jury selection for April 15.

Winnipeg man was member of Chinese military branch behind cyber attacks on Canada, officials allege
Winnipeg. But he did not serve in Canada’s armed forces.Instead, he was a member of China’s People’s Liberation Army, according to records obtained by Global News. Before arriving in Canada in 2021, Xu worked at the military academy of the Chinese cyber warfare department that hacks Canadians and steals their secrets.Chinese state-sponsored cyber attacks have targeted Canadian companies, activists and government agencies. But three years ago, Xu obtained permanent residence in Canada and moved into a newly built suburban home in the Manitoba capital.Questioned by immigration officers when he landed at Vancouver airport, the 43-year-old said he and his wife left China because “the air quality was getting bad.”“Through the internet, we found out that the air quality is better in Canada.”He denied involvement in, or knowledge of, China’s cyber warfare and espionage programs, and insisted he was only a PLA instructor. But the army school in Henan where he taught is the training centre for the PLA hacking units that target Canada and the United States. It is also on the Canadian government’s list of “research organizations and institutions that pose the highest risk to Canada’s national security.”In addition, it has been rated a “very high risk due to its record of training signals intelligence and political warfare officers and carrying out offensive cyber operations.”Xu’s wife worked at the same PLA facility, as a language instructor, he told immigration officials.

Will you be able to buy Trump Tower at auction? Not anytime soon
New York state could start seizing Donald Trump's properties if he doesn't post a bond by Monday to cover a $454 million civil fraud judgment, but it may be well over a year before Trump Tower and other prized real estate holdings are on the chopping block. Seizing the former U.S president's sprawling real estate empire, which includes Trump Tower in Manhattan, a 370-acre estate in Westchester and his Mar-a-Lago resort in Florida, would not entail sheriff's deputies storming the lobby of Trump's buildings or chiseling the real estate mogul's name off of facades.
