Non-tariff measures being announced by developed economies such as European Union's carbon tax and deforestation regulation limit market access for Indian goods in those markets, a senior government official said on Tuesday. He added that the export window is also narrowing because of aggressive industrial policies of advanced nations like USA's Inflation Reduction Act and Chips Act, and UK's advanced manufacturing plan. Most non-tariff measures (NTMs) are domestic rules created by countries with an aim to protect human, animal or plant health and the environment. NTM may be technical measures like regulations, standards, testing, certification, pre-shipment inspection or non-technical measures like quotas, import licensing, subsidies, and government procurement restrictions.

The chief minister, who also holds the finance portfolio, also presented supplementary demands for grants for the current fiscal (2024-25) amounting to Rs 3,512.33 crore. There was no proposal for levying new taxes in the budget.

Department of Education has taken down applications for all income-driven repayment (IDR) plans, which are designed to keep monthly payments manageable and provide a pathway to eventual loan forgiveness. The move affects four popular IDR programs: Income-Based Repayment (IBR), Income-Contingent Repayment (ICR), Pay As You Earn (PAYE), and the new SAVE (Saving on a Valuable Education) plan introduced by the Biden administration in 2023. These plans base payments on a borrower’s income and family size, with remaining balances forgiven after 20 or 25 years. The department did not make a formal announcement about the removal of IDR applications, instead posting a brief notice on its website. The lack of communication has led to widespread confusion, with borrowers and advocates scrambling for clarity.

Uttarakhand Cabinet, under the chairmanship of Chief Minister Pushkar Singh Dhami, has approved the implementation of the Central Government's Unified Pension Scheme for officers and employees in the state. The decision was taken during a cabinet meeting held on Monday, officials said. The Unified Pension Scheme (UPS) has been introduced as an option under the National Pension System (NPS) by the Central Government for the Central Government employees covered under NPS so that they may receive an assured payout after their retirement. The Unified Pension Scheme will be operational from April 1, 2025

RISC-V chips nationwide for the first time, two sources briefed on the matter said, as Beijing accelerates efforts to curb the country's dependence on Western-owned technology. The policy guidance on boosting the use of RISC-V chips could be released as soon as this month, although the final date could change, the sources said. It is being drafted jointly by eight government bodies, including the Cyberspace Administration of China, China's Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the China National Intellectual Property Administration, they added.

Income Tax Department has recently released a new brochure highlighting how clubbing of income provisions is applicable for individual taxpayers. Clubbing of income refers to the situation in which your wife’s or child’s or other person’s income is included in your total income and accordingly taxed. Under the Income Tax Act, 1961 income will be clubbed in the hands of either the husband or wife whose total income is higher. Ramakrishnan Srinivasan, former chief commissioner of Income Tax Department says: "«Many taxpayers are not aware of the clubbing provisions of Income Tax Act, 1961 and accordingly land up getting slapped with huge tax demand for arranging their financial affairs with their relatives. One such case which I remember was about a taxpayer who gave cash gift to his spouse and she invested it in fixed deposit in her name and offered interest income in her income tax return. The tax department applied the clubbing provisions and taxed the interest income in the hands of the husband. Similarly in another case, a salaried employee opened a fixed deposit (FD) in the name of his minor daughter out of his savings and did not offer the interest income in his hands thinking that interest is getting accumulated in his daughter’s account without realizing the clubbing provisions of Income Tax Act, 1961. The tax department brought the said income to tax in the hands of the employee and also levied stiff penalty on the ground under reporting of income which amounts to misreporting.»

Earlier for getting a Goods and Services Tax (GST) registration, you either needed to use the OTP verification method or use Biometric Authentication process by physically visiting the GST Suvidha Kendra in the company’s registered jurisdiction, which is in the state in which you are registering your GST. Howeve, Nnow the bBiometric aAuthentication process can be completed in one’s home state instead of the state where the GST registration is being sought. Like For instance, if the company is being registered in Delhi but you are from Nagaland then you have to travel to Delhi and complete the GST registration. DIAL has launched the UTAM system that will help reduce delays, improve turnaround time and also track the speed of all airside vehicles to check for any violations, among other elements. Leveraging Artificial Intelligence (AI), Machine Learning (ML), Internet of Things (IoT), and radar systems, the Unified Total Airside Management (UTAM) will collect data, help identify issues or delays and trigger alerts to prevent problems before they happen, according to a release. The Delhi International Airport Ltd (DIAL) has established a centralised control room to monitor and manage all activities, and the UTAM will track all airside vehicles such as baggage carts, fuel trucks and maintenance vehicles, in real-time. Generally, airside operations refer to those activities related to an aircraft, including take-off, landing, parking and refuelling. Multiple stakeholders, including ground handling service providers are involved.
