Changes in procurement norms: Imported items sourced locally excluded from local content calculation
Imported items sourced from local suppliers and royalties, technical charges paid out of India as well as supply of repackaged or refurbished goods will be excluded from the calculation of local content, an official said. These changes are included in the modified public procurement norms with an objective of giving maximum preference to companies that use higher levels of local content in their products. The government prefers made in India goods in their purchases, which run into lakhs of crores of rupees every year. Major preference in government purchases is given to companies whose goods and services have 50 per cent or more local content, a move aimed at promoting 'Make in India' and making the country self-reliant.

Union Mines Minister Kishan Reddy launches District Mineral Foundation portal
G Kishan Reddy on Saturday launched the National District Mineral Foundation (DMF) portal, a centralised platform to gather information on the District Mineral Foundations across the country. The portal provides details of 645 DMFs in the country with enhanced transparency, featuring centralised visibility of activities, project oversight, and dynamic analytics, as well as a repository of best practices for effective implementation, an official release said. Reddy also launched the Mineral Exploration Hackathon focused on innovative mineral hunt techniques. The hackathon is aimed at promoting use of emerging technologies like Artificial Intelligence (AI) and Machine Learning (ML) for geophysical data, integration of multiple mineral exploration data sets such as baseline data, available exploration data, etc, to identify new mineral targets, particularly for deep seated/concealed ore bodies.

Surendra Singh Ahluwalia was acquitted in a 37-year-old corruption case by special judge Anil Antil on July 12, reported TOI. «Delay by any stakeholder or cog in the dispensation of the criminal justice system, be it by the investigating agency or by the unscrupulous devices adopted by the accused, not only causes miscarriage of justice, but the delay also becomes an instrument of inflicting a fatal blow on the efforts of justice dispensation,» said Justice Antil. The Central Bureau of Investigation (CBI) in 1987 filed an FIR against Ahluwalia, who was at the time the chief secretary of Nagaland and three others — V Bhaskaran, manager of Bank of Baroda, Coimbatore, Inderjit Singh, Ahluwalia’s brother and Bank of Baroda manager in Kohima, and Nyamo Lotha for fraud, destruction of evidence, corruption and other crimes.

Atishi on Friday demanded Rs 10,000 crore from the Centre for infrastructure development, claiming the city government got nothing in return over the past year despite its income tax contribution of Rs 2 lakh crore. Delhi also provided Rs 25,000 crore as central GST to the pool of taxes, the minister said during a press conference here. Ahead of the presentation of the Centre's annual budget, Atishi batted for release of more money to Delhi, saying it could be spent on infrastructure development in road, transport and power sectors as well as to beautify the city. Asserting that people of Delhi are the highest income tax payers, the minister said, «Delhi should get Rs 10,000 crore from the Rs 2.07 lakh crores that people of the city pay as income tax. This amount of Rs 10,000 crore is just 0.25 per cent of the Central government's budget and only 5 per cent of the income tax of Delhiites.»

«Gross taxes last year were much more stronger than was envisaged in the interim budget. They actually grew at a very healthy pace of 13.5%. So, even if you make conservative assumptions for this year, the government is likely to have more tax revenues than was envisaged back in February and then of course the RBI dividend that the government got was more than double of what had been budgeted back then,» says Sajjid Chinoy, India Chief Economist, JPMorgan. I understand that you have been part of certain meetings also with the finance minister, etc, and the ministry. Talk to me about what are the big focus areas and what they are talking or concerned about right now. Sajjid Chinoy: I think there are two issues to look for in next week's budget. The first is to look closer at the fiscal math and here the government enters next week's budget with significantly increased degrees of fiscal freedom. And what do I mean by that? If you look at compare next week's budget with one in February, I think the government over kind of delivered on fiscal consolidation last year, the budget deficit for last year was 5.8%, the actual number was 5.6 and the target for this year was set at 5.1.
