Delhi Election 2025: Step-by-Step Vote Counting Process

• Opening of Strong Rooms: The strong rooms containing the Electronic Voting Machines (EVMs) were opened at 7 AM in the presence of candidates, their representatives, and election officials.
• Postal Ballot Counting: As per Rule 54A of the Conduct of Elections Rules 1961, the counting of postal ballots commenced at 8 AM. If there were no postal ballots to count, the EVM vote counting started immediately.
• EVM Vote Tallying: The control units of EVMs were checked for security seals and unique identification numbers before votes were recorded. The Returning Officer (RO) ensured that the total votes polled matched those recorded in Form 17C.
• VVPAT Verification: Voter Verifiable Paper Audit Trail (VVPAT) slips from five randomly selected polling stations per constituency were cross-verified to confirm the accuracy of the EVM tally.
• Declaration of Results: Once all votes are counted, the RO compiles the final result. In the case of a tie, the winner is determined by a draw of lots, as per the Representation of the People Act. If any candidate or polling agent suspects irregularities, they can request a recount.
