A division bench of the HC on Tuesday upheld the rules framed under the Central Motor Vehicles Act which provided for levy of additional fees for renewal of driving license for which an application is made after the grace period, renewal of registration certificate for motorcycles and for delay in submission of a no objection certificate (NOC) for transfer of ownership of vehicles. The bench of Chief Justice D K Upadhyaya and Justice Arif Doctor dismissed petitions filed by two transport sector related trusts — K Savakash Autorickshaw Sangha and Mumbai Bus Malak Sangathana — challenging the validity of the rules. «We have no hesitation to hold that the levy of additional fee in this case, is in no manner a penalty, either directly or in disguise,» the HC noted. The petitioners claimed the provisions levying additional charges are, in fact, a penalty in the guise of fee and that no additional service is being provided. The bench, in its order, noted that as per provision of the Act, the government was empowered to levy additional fees.

While granting the divorce, the jury, which consisted of Justices Suresh Kumar Kait and Neena Bansal Krishna stated, “In the light of the afore-noted facts of the present case, we find that conduct of the respondent (wife) towards appellant (Kapur) has been such that it is devoid of dignity and empathy towards him. When such is the nature of one spouse towards the other, it brings disgrace to the very essence of marriage and there exists no possible reason as to why he should be compelled to live while enduring the agony of living together..”

The mining department has unearthed illegal mining in two places of 5.50 hectares and 3.40 hectares in Baroli village adjoining Indore in Madhya Pradesh, they said. A fine of Rs 140.60 crore is proposed to be imposed on Shukla and three others under the Madhya Pradesh Minerals (Prevention of Illegal Mining, Transport and Storage) Rules 2022 for this illegal mining, the officials said. Besides Shukla, the other respondents in the notice are his brother Rajendra Shukla, president of the Eden Garden Housing Cooperative Society Limited, and Baroli village resident Meharban Singh Rajput, they said.
