Stockholding limit hiked for big wholesalers of Tur and Urad Dal
government has allowed wholesalers of tur and urad dal to increase stocks of the pulses to 200 metric tonnes from 50 metric tonnes earlier, according to a notification from the department of consumer affairs. «This relaxation will help the industry in increasing the supply of these pulses in the market,» said Suresh Aggarwal, president of All-India Dal Mill Association. The industry had recommended this in its last meeting with officials, he said. The government also doubled the time period for which importers can hold their stocks after clearance to 60 days. While there has been no change in the holding capacity for small retailers, which is 5 metric tonnes, big chain retailers can hold up to 200 metric tonnes per depot, up from 50 metric tonnes. The notification also said millers can stock up to 25% of the last three months' production or annual installed capital, whichever is higher.

On Sunday the Manipur government extended the mobile internet ban in the state till November 8. An order issued by the division bench comprising Chief Justice Siddharth Mridul and Justice Golmei Gaiphulshillu Kabui asked the state «to extend the services to areas» which were unaffected by violence. The order stated, “The State of Manipur is directed to open and operationalize mobile towers, on a trial basis, in all those District Headquarters which have not been affected by violence and thereafter, if found feasible, extend the services to other areas where the law and order situation, so permits. It is clarified that even in the Districts that are partially affected by violence, those areas which are not so affected — in the same District — mobile towers shall be operationalized forthwith”.

Diwali: Ludhiana imposes time restrictions on bursting firecrackers
Ludhiana administration has issued an advisory allowing the bursting of firecrackers on the occasion of Diwali, Guruparva and Christmas. According to the orders issued by Ludhiana Deputy Commissioner Surabhi Malik, firecrackers can be lit from 8 to 10 pm on Diwali and from 11:55 pm to 12:30 am on Christmas. Similarly, on the day of Guruparva, firecrackers can be burnt for two hours between 4:00 am to 5:00 am in the morning and 9:00 pm to 10:00 pm at night. The decision is aimed at ensuring that the festivities are carried out in a safe and eco-friendly manner. As per the orders, there will be a ban on the burning of firecrackers before and after the above-mentioned time. Likewise, there will be a ban on the burning of firecrackers within 100 meters of hospitals, educational institutions, religious institutions and courts. Earlier, the Chhattisgarh government also issued an advisory allowing the bursting of firecrackers for two hours on the occasion of Diwali, Chhath, Guruparva, Christmas and New Year. Firecrackers are burst with great pomp and show during the festivals, especially Diwali, but in view of the increasing pollution in the environment, the Housing and Transport Department of Chhattisgarh issued guidelines regarding the burning of firecrackers. In September 2023, the Supreme Court of India rejected a petition by the Firecracker Manufacturers Association to include barium in green crackers. The court upheld the Delhi government's decision to ban all firecrackers ahead of Diwali.
