Siddaramaiah on Thursday urged the Centre to release a fair amount of grants to states for development while accusing it of discrimination in the allocation of funds. By ignoring constitutional principles, there is a tendency to delay the financial share due to the states, he said, adding that this attitude was compelling the states to seek legal recourse to get their rightful share from the Centre. Teams of ministers from Karnataka and Kerala, led by chief ministers Siddaramaiah and Pinarayi Vijayan had staged a protest demonstration in Delhi in February alleging discrimination in allocation of funds to the Opposition-ruled states by the NDA government. Kerala even moved the apex court to assert its rights.

China proposes law to make it easier to register marriages, harder to divorce
China has put together a revised draft law that will make it simpler for couples to register their marriage, while filing for divorce will become tougher, a move that drew scorn from netizens and became a top trending online topic on Thursday. Siddhartha Khemka: If you look at the markets, yes, definitely a case of strong liquidity is supporting the sentiments and the indices as well. But what is also supporting so far has been the strong macros that have withstood the global headwinds and that continues to be the case which kind of makes a positive case going forward as well.

Nicholas Stephanopoulos is Kirkland & Ellis Professor of Law at Harvard Law School. Speaking to Srijana Mitra Das, he explains past — and present — legal aspects of the American electoral system: Q. What is the core of your research? A. I teach American constitutional law and election law primarily — within the latter, which is my area of specialisation, I look at topics including voting rights, redistricting, money in politics, minority representation and the like. The US electoral system is quite an enigma. Voters exercise their ballot but an electoral college decides — why? The US does have an odd and complicated system for electing its President — it’s a lot more complex than just having a single nation-wide poll. We basically have 50 separate state-wide elections and each state determines how its Presidential election will be conducted — typically, each state election decides all the President-elect’s electors from it. To win the Presidency, a candidate must win a majority of the total number of these electors. So, the candidates don’t really compete on a nation-wide basis — they compete to win individual states. Most of the candidates’ attention is thus focused on a handful of highly competitive states like Michigan, Wisconsin, Pennsylvania, North Carolina, Georgia and Arizona. The winner of the voters of those states will have a majority of the total number of electors — and be elected President.

Manish Sisodia on Wednesday said the governor's post should be scrapped as the institution has become a «burden on democracy» and its role is only to «obstruct» the functioning of governments being run by non-NDA parties.
