Congress Working Committee on Monday formally endorsed Rahul Gandhi's latest pitch on the OBC plank-cum-caste census. It formally announced that if it comes to power, its government will hold a national caste census and remove 50% cap on reservations through legislation to provide OBCs, SCs and STs quotas commensurate with their population.
Congress also promised that reservation for women in legislatures will incorporate an OBC sub-quota and implement the law immediately, without waiting for census or delimitation.
Addressing the media after the CWC meet, Gandhi said the caste census would be followed by an economic survey to assess distribution of assets vis-a-vis castes. BJP governments will have to conduct caste surveys or step aside for Congress governments, he said.
He said three of the four Congress CMs belonged to OBCs and chided BJP and the prime minister for having only one of nine BJP CMs from OBCs.
Gandhi's leadership role in the Congress' decision was demonstrated when he addressed the media, while Congress president Mallikarjun Kharge limited himself to making a speech at the closed door CWC meeting, where, flanked by Congress CMs of Rajasthan, Karnataka, Chhattisgarh and HP, Gandhi said the four Congress administered states would conduct caste surveys. While Gandhi claimed at the press breifing that move on caste census was «not» baseed on political consideration, he is learnt to have said at the CWC meeting that the «caste census will demolish» the Hindutva of BJP-RSS
