Republican National Committee's claims included some days as vacations which were just Biden's partial days outside the White House. Moreover, there were some outright errors in their calculations about the former President's vacationing days, says Snopes.

Most importantly, the US President is never entirely on vacation when in office, but there were some days Joe Biden spent in a holiday or vacation setting, which amounts to about 117 or 118 full days across his tenure. This comes to around 8% of his Presidency, according to the Snopes report. This is significantly less than the total posted by the Republican National Committee in its claims.
If the 117-118 full days are added with the additional 66 partial days in a vacation setting spent by former President Biden, that could slightly increase that 8% of vacationing when in office. However, it is still not close to the 40% claimed by the RNC in the first place.
The Snopes report also added that Biden had spent an additional 109 full days as US President at Camp David or his personal residence in Delaware, where he usually conducted his administrative business when he was away from the White House.
Is Joe Biden now a former US President? Yes, Joe Biden is now a former US President after he handed over the reins to Donald Trump, who is now the new US President.
