Key parliamentary panels constituted without elections
parliamentary panels, including the Public Accounts Committee (PAC), have started taking shape, mostly by consensus as against elections witnessed during the previous Lok Sabha. Besides the PAC, which examines government expenditure, the Committee on Public Undertakings, the Committee on Estimates, the Committee on Welfare of Scheduled Castes and Scheduled Tribes, the Joint Committee on Office of Profit and the Committee on Welfare of Other Backward Classes have been constituted without an election. Lok Sabha Speaker Om Birla is expected to nominate the chairpersons of the panels soon, parliamentary officials said. Parliamentary Affairs Minister Kiren Rijiju and his team of floor managers worked to ensure that appointments to the committees take place by consensus.

Congress urged Lok Sabha Speaker Om Birla on Tuesday not to regard an interaction of farmer leaders with the media after they met Leader of Opposition Rahul Gandhi in the Parliament complex last week as a violation of decorum, and cited past instances of women filmstars and others interacting with reporters after the women's reservation bill was tabled in the House. In a letter to Birla, Congress general secretary, organisation, K C Venugopal said when Gandhi was speaking during a discussion on the Union Budget 2024-25 on July 29, he was told that the decorum of the institution of Parliament was violated when the farmers who had come to meet him spoke to the media.

Aviation Minister Ram Mohan Naidu Kinjarapu on Thursday promised to conduct an inquiry into allegations of abrupt fare hike when MPs try to book tickets on Air Vistara airline, following complaints by MPs and a nudge by Lok Sabha Speaker Om Birla. Raising the issue during Question Hour in Lok Sabha through a supplementary question, DMK member Dayanidhi Maran alleged that whenever he tries to book ticket on Air Vistara for the Chennai-Delhi route, initially it shows a price in the range of around Rs 25,000.

Airports Authority signs MoU with Rajasthan govt for developing greenfield airport at Kota
Airports Authority of India, the Urban Development Department, the government of Rajasthan, and the Civil Aviation Department, for the development of Kota Greenfield Airport in Rajasthan, according to an official press release issued by AAI. As per the MoU, the government of Rajasthan will provide land for the development of the greenfield airport and AAI will be responsible for the construction, development, and operation of the airport. As per the information, the Greenfield airport at Kota will be constructed on 440.086 hectares of land for which a Detailed Project Report (DPR) is being prepared by the Airports Authority of India.

Is there efficacy of expunction in era of live telecast, digital media?
Lok Sabha Speaker Om Birla expunged portions of Rahul Gandhi's speech, questions were raised over the efficacy of this move in times of live telecast and digital media. Rule 380 of the Rules of Procedure and Conduct of Business in Lok Sabha vests the Speaker with power to order expunction of words — which in his opinion are «defamatory, or indecent or unparliamentary or undignified» — from the proceedings of the House. Birla ordering expunction of Gandhi's remarks, including on Hinduism, means that parts of the speech will not be included in official record. It also means that expunged parts will be erased from video recordings of Lok Sabha TV. This is done to make it consistent with the official printed version. So while Gandhi may have scored immediate political brownie points with his speech in Lok Sabha, the expunction will mean that official records will not reflect the deleted portions.

Lok Sabha has been adjourned till Monday amid an uproar in the House as the opposition demanded a discussion on the alleged irregularities in the conduct of the medical entrance exam NEET. As soon as the House met, opposition members were on their feet seeking the acceptance of an adjournment motion to suspend all business and discuss matters related to the National Eligibility cum Entrance Test (NEET). Leader of Opposition Rahul Gandhi said the NEET issue is a very important issue for the whole country and they want a dedicated discussion in the House on the matter. Hence, the adjournment motion should be accepted, he said.

Amit Shah on Wednesday hailed Speaker Om Birla for moving a resolution in Lok Sabha condemning the imposition of Emergency in 1975 by former prime minister Indira Gandhi and said it has exposed the «anti-democratic» thinking of the Congress which harmed the major pillars of democracy like «judiciary, bureaucracy and media». Shah also said that Lok Sabha remembered the Emergency, which was an «Era of Injustice» and expressed its sympathy to the poor, Dalits and backward people, who had to suffer the exploitation and atrocities of the then Indira Gandhi government, when the rights of the citizens of the country were destroyed and their freedom was snatched away. The home minister said many sensitive amendments made in the Constitution during the dark period of Emergency expose the dictatorial mentality of the Congress which centralised all powers in one person. «It (resolution) has exposed the anti-democratic thinking of the Congress which has harmed the major pillars like judiciary, bureaucracy and media, has condemned the cruelty of Congress in imprisoning lakhs of opposition leaders for more than one and a half year without any reason,» Shah wrote in a post on X in Hindi with hashtag #EmergencyHorrors.

opposition bloc, has forced a contest for the post of the Lok Sabha speaker which has been decided with consensus for decades. While the NDA has fielded former Speaker Om Birla, INDIA has picked Congress leader and senior-most Lok Sabha MP Kodikunnil Suresh. As per the Lok Sabha Secretariat, the first such contest was in 1952 between GV Mavalankar and Shankar Shantaram. Mavalankar won with 394 votes whereas Shantaram got 55. The second such fight happened in 1976 between Baliram Bhagat and Jagannath Rao. Bhagat won with 344 votes while Jagannath Rao got 58. NDA candidate Birla was unanimously elected as the Speaker of the previous 17th Lok Sabha. Birla's name was proposed by Prime Minister Narendra Modi and was supported by all major opposition parties, including Congress, TMC, DMK, and BJD. The YSRCP and TDP also supported Birla's candidature.
