«We may have to take legal recourse and take anticipatory stay if the deadline is not extended,» said a top executive at a large company. «The timing is bad, ahead of peak summer. We are investing in capacity, but capacity increases are two-three years away.»
The ministry of environment, forest & climate change's order on category-1, or food-grade, packaging covers manufacturers of soft drinks, water and juices that sell their products in PET bottles. It directly impacts large companies such as Coca-Cola, PepsiCo, Bisleri and Parle Agro, as well as dozens of mid-sized, regional and direct-to-consumer brands.
The industry is not prepared for implementing the order because there is not enough recycling capacity, said a former senior official at the ministry of food processing industries. «Manufacturers and bottlers need to tie up with recycling plants, and such certified plants are very few in number. Incentives are required by the government for recycling companies to set up new facilities,» he said.
