The original bill had proposed that two members should be non-Muslims, but the panel has now recommended that two members, besides ex-officio, can be non-Muslims. The two ex-officio members are — Union minister in charge of Waqf and additional/joint secretary dealing with the matter in the ministry.
The panel has also accepted the submissions of Dawoodi Bohra and Agha Khani communities, the two Shia sects, to keep their trusts out of the law's purview. The panel may recommend a proviso that «nothing in this Act shall, notwithstanding any judgement, decree or order of any court, apply to a trust established before or after» the enactment of this law in connection with public charities by a Muslim for purposes similar to a Waqf, a source said.
Another source citing the draft report said inclusion of «non-Muslims will make it more broad-based and promote inclusivity and diversity in Waqf management'. The panel has recommended safeguards for tenants of Waqf properties.
The panel is scheduled to meet on Wednesday to adopt the report. Almost all Opposition MPs are likely to give dissent notes. DMK MP A Raja in a post on X said the panel members were told that the draft report will be discussed on Wednesday at 10 am. „It is 655 pages and has been sent to us just now. MPs are
