The key change, effective from the 2025 examination cycle, is the requirement for candidates to submit documents supporting their claims regarding age and reservation categories at the time of applying for the preliminary exam. This change replaces the previous system where such documents were only required after candidates had passed the preliminary test.

As per the Civil Services Examination Rules-2025, notified on January 22, the new rules stipulate that candidates must submit documents supporting various claims—such as their date of birth, category (SC/ST/OBC/EWS/PwBD/ex-servicemen), educational qualifications, and service preferences—when applying online. The rule also states that failure to submit these documents with the application form will lead to the cancellation of the candidate’s candidature for the examination.
This rule change comes in the wake of a controversy involving Puja Khedkar, a former IAS probationer, who was accused of fraudulently claiming benefits under the Other Backward Class (OBC) and disability quotas. Khedkar was alleged to have misused these benefits to secure her position in the civil services. However, Khedkar has denied all the allegations made against her.
