Two Russian coaches and a masseur who are part of the Olympics-bound athletics contingent are currently facing delays in receiving their Olympic Identity and Accreditation Cards (OIACs) from the Paris Games organizing committee, TOI has reported.
Prior to traveling to Paris, athletes and coaches receive a Pre-Valid Card (PVC) which serves as their entry document to France when paired with a valid passport. Upon arrival in Paris, the PVC is converted into an OIAC, granting access to competition venues and other services throughout the Games.

For the Indian team, Russian nationals Tatiana Sibileva (race walking coach), Denis Kapustin (jumps coach), and female masseur Emira Kiseleva are still waiting for their accreditation cards.
The International Olympic Committee (IOC) requires a written undertaking from Russian and Belarusian athletes, coaches, and officials confirming that they do not support the war or work for their countries' military or national security apparatuses.
This requirement has led to complications.

The majority of cases involve individuals who have liked or shared social media posts supporting the war.
